Can my laptop with a ATI X1200 Graphics card run Tom Clancy Endwar?
I have a laptop with ATI X1200 graphics card and when I try to load the game it comes up with ' Error: Lighting buffer does not support framebuffer blending!' Can this issue be fixed or do I need a better graphics card?
The message you are getting means EndWar is not playable on your laptop. The ATI Radeon Xpress X1200 is not meant for gaming. EndWar requires Shader model 3.0. As you can see from this review of the ATI Radeon Xpress X1200:

the X1200 only supports Shader model 2.0. Since the Shader is built into the card, I'm afraid there is nothing you can do to fix it. Not even updating the drivers and firmware will help.

It basically says the same thing I did, that being that your card won't play the game.
Without knowing exactly what type of laptop you have I cannot give an answer as to whether you can get a better graphics card. I can tell you that it is extremely unlikely you will be able to change you laptop's graphics card. There only only a very, very few laptops that have upgradeable graphics cards. A list of those with upgradeable graphics cards can be found here:

If your laptop is on this list, you are a little bit lucky. A little bit because finding a laptop graphics card is extremely difficult. For starters, no manufacturer make them for direct sale to the public. You'd have to find a used one on the market somewhere. Next, you would need to find the correct size for your computer (there are four laptop graphics card sizes). So, even if you find a great card, you'd need to make sure it fits.
The ATI Radeon Xpress X1200 in your laptop is an integrated graphics solution. This means you don't actually have a graphics card. Instead, the graphics processing unit (GPU) of a graphics card is integrated into your laptop's chipset (usually on the Northbridge). And since the chipset is permanently soldered to the motherboard, and more importantly matched specifically to all the other components of the motherboard, it is 100% non-changeable.
If your computer is not on the MXM list, you may still have the slightest amount of hope. You can see if your laptop was offered with different graphics options. Without an MXM slot, the different graphics options would more than likely be another integrated graphics solution. This would mean you would have to order the whole motherboard with the better graphics solution and swap it into your laptop. This is no small feat and not for the faint of heart.
