How to get higher refresh rate?
I have a Windows Vista Home Premium 32-bit, AMD Turion X-2 Dual Core Mobile RM-72 2.10 GHz Proccessor, ATI Radeon 3100 Graphics Video card. 2.00 GB RAM.
The Laptop is TOSHIBA Satellite L300D
Can you tell me how to get a higher refresh rate because my uncle said that you can't change it because the video card is fixed to motherboard.

You monitors refresh rate has nothing to do with your graphics card, but just the monitor part itself even on a laptop. Think of a desktop were you have a separate monitor, and you can only adjust the refresh rate to what the monitor can handle on that particular resolution, not the computers hardware. Usually the higher the resolution, the less the refresh speed you get, depending on the monitors hardware..
