digital camera is not turning onn...?
i wouldn't expect it to, its a cheap digital camera. its not a famous company from this site.

it was a gift from a friend.
i installed all the programs on my computer and inserted "2 AA" batteries like it asked.
i got everything ready, and then i simply pressed the power button. and nothing happened.
the only time i got a reaction from the camera is when i plugged in the USB cable connected the camera to the computer. it made a little BEEP then it showed this :

hmmm, a cheapie, eh? Well, you never can trust those, and I know that from personal experience.
My first piece of advice would be to make sure the batteries are in the right way. Just because the camera reacted slightly doesn't mean its batteries are in the right way. It could be the power from the USB cord and from the computer....I know it's an obvious thing, but some people forget about the battery thing...
I'd also check at that site and see if they have a warranty agreement or refund policy of some kind. If they do, contact them with your situation, and see if they can send you a replacement or at least offer you advice on how to fix it.
If they can't send you a replacement, then ask if you can have credit towards something else on the site....at leason you'd still get something, and hopefully something that works...lol
