Cpu Heatsink Cover
I am building a PC and I have a few questions.

I am putting in a quad core CPU and the heat sink is included. But I notice that it has some kind of thermal compound already on it, but it doesnt cover the whole copper area of the heat sink. I have never installed a heatsink with thermal already on it. Should I put some of my own compound on it as well?
And when the mobo says Supports FSB1600/1333/1066/800MHz CPUs. What does that mean to me since I am installing a intel quad core 9450? I want it to run fast but not too hot, does that mean I need to overclock if I want a FSB of 1600?

It should be fine. It doesn't need to cover the whole heatsink, just the area that is going to be in contact with the CPU.

The 9450 requires a FSB of 1333, so if you were to run it at a FSB of 1600, that would be overclocking it. I have no idea whether the chip would be able to handle this, or how hot it runs. Stick to 1333 if you want to be on the safe side.
