Cordless USB mouse won't work with 1 laptop but works in another?

My cordless mouse works in one of my laptops just fine. When I try to connect ANY mouse to the USB of my other laptop, nothing happens. I know the USB ports do work in that laptop because I'm able to connect my printer and it recognizes immediately. I tried the suggestion of uninstalling USB controllers and restarting the computer, in case it was the ports, but that didn't help.

I've tried 2 different cordless mice and neither are functioning in the laptop. Both function just fine in my other laptop. I tried making sure that I had any needed software from the mouse, which is Logitech, but that didn't make a difference, either. And I don't see anything in the "Drivers" cd-rom that matches a mouse problem.

The laptop in question is a Dell Inspiron B130 running Windows XP. The other laptop, in which the mouse DOES work, is a Dell XPS M1530 running Windows Vista.

Anyone have a suggestion, or experienced this problem themselves?

You might look in the bios setup. USB on boot may be disabled. I ran into this on 2 different occasions on customer pcs, logitech mice and everything but the mouse would work on the usb ports. I'd get to the log in screen and no mouse.
