First of all have you got the @ on the 2 key? And when you press the shift and 2 you get " if so you have an American keyboard set to UK.
The only way to correct it, is to put it back to US in Regional and Languages. However that's not a lot of good if you are in the UK because it will change all your default settings for the UK.
You have two options. Either you can add the Language Bar to the task bar and add English US to it and toggle between US and UK so you get the full potential out of the keyboard, but don't lose your UK settings.
Or with the Num Lock on, press Alt+64 or Alt+064 which will give you @
