Why does my notebook power cable get so hot?
The part at the notebook's input gets so hot its almost too hot to touch and the rubber feels soft.
Yes there should be some heat, however too hot to touch is way too much.
It sounds like the connector is not making proper contact, you should have it checked out with a possible view to replacing the adaptor and in extreme circumstances the notebook.
This isn't something that should be ignored, good power into a laptop is important for a healthy computer.
