How come in most classic cartoons its always the cat that gets it.?

wheter it be a bird or a mouse the cat always gets it. The cat also gets it by the dog to. So why can't the cartoon writers ever let the cat get it.

Cats are larger than mice. In point of fact your annoyance is sort of an odd tribute to them since they are exactly supposed to be Everyman the way Harry Potter is, in a perverted way.
But then there is that prototypical victimized Kat, Kratzy Kat whose sex is completely up in the air which is one of those many annoying traits which motivates Ignatz Mouse -- a married father -- to react to his/her advances with a brick while Offisa Pupp just wishes he/she would notice him.
Comedy is all about role reversals. Look up the Saturnalia when for a fortnight roman slaves had the upper hand. Look at the number of slaves who are the heroes of the surviving plays of the Roman Plautus. Of course mice and tweety-birds are going to chase cats in comedy (or bean them with a brick if they get too close to Ignatz). Cats really are mighty hunters.
